The Montenegro hotel market, with sources

What we know about the market is set out here with origin and date. The basis is mainly the official statistics of MONSTAT, the national statistical office in Podgorica, which works to Eurostat standards. What we know only from conversations we publish once we have evidence.

Hotels win the guests, private rentals keep them

MONSTAT separates collective accommodation, that is hotels, guesthouses and resorts, from private rentals. Hotels attract more than half of all arrivals and keep a third of the nights. The guest stays 3.45 nights in a hotel and 8.32 in private accommodation.

For a hotel this means more arrivals and departures, more cleaning, more empty rooms between two stays. One more night per stay improves earnings more than any price increase.

Finding 2

The hotel guest comes from other markets

Serbia and Russia together account for almost two fifths of foreign nights. Their guests stay 7.46 and 11.82 nights, longer than the average guest in private rentals.

The guest from Germany stays 4.58 nights, close to the hotel figure. One percentage point more share of foreign nights corresponds to around 147,000 nights. Whoever wants to help the hotel industry therefore works on the German-speaking source market.

Finding 3

Four municipalities carry three quarters of the nights

Budva, Herceg Novi, Bar and Ulcinj together account for around 74 percent of all overnight stays. June to September carry 60 to 65 percent of the year. Every additional month of operation therefore has a disproportionate effect on a property's result.

Early 2026 shows a warning sign: from January to April, arrivals in hotels and resorts fell by 3.9 percent and nights by 6.7 percent, more sharply than in the market as a whole.

Stars and price go separate ways

Montenegro classifies hotels under its own law, with mandatory and points-based standards, mystery guests at four and five stars and a review every five years. The country is not a member of the Hotelstars Union.
